Actian Zen v16 Workgroup Engines support a MAXIMUM of 5 concurrent users. Purchase one license for each concurrent client. You can only install ONE base license on a computer -- the rest must be user count increases. If you need to exceed 5 concurrent users, please look at the Server Engine instead.
